If you are in EU then you are bound by the GDPR rules. And if you are in any other part of the world with the ads from US and Canada on your blog and forum, then you are bound by the cookie compliance in respective ad networks country rules. In such case you have to give the specific notice about the cookies being collected on your site. In some cases you may also have to give notice about disclosure on affiliates too.
