You don't necessarily have to resell hosting to have a reseller plan. In fact, a reseller plan can simply be shared hosting with more resources - and less cost than a VPS.
Well, as mentioned on another thread, I chose a reseller package for one my projects - mainly because it has advanced resources, just short of a VPS. In that situation, the VPS offered doesn't have cPanel.
Exactly the same for a dedicated too or dedicated cloud, Having a reseller hosting account can be better than some shared as it will mean there is less users to share a set amount server resource though myself i still do prefer to have a dedicated cloud server myself and handle the servers core and OS along with direct root access.
Their are some good benefits though from reseller and shared but they do say you only get what you pay for so in my experience would be good for start ups and developments unless you need to heavily test.
