It can be hard to promote your community when it is new, you have plans for it you can't develop before you get the memberbase, but you can't get the memberbase if they don't find anything enticing to post.
many forum owners tend to advertise their communities in base to their vision rather than they current state, they promise it's the best environment, the fun of contests and when you visit them, you realize there's only three members and sections that are still empty.
