Kicking off a forum with a competition?

If I was going to launch a new forum nowadays (especially in the saturated online world of 2019) - do you think that launching the forum with a competition to kick-start things would be a good way to go about it? I would of course plaster the forum with some exchanges and stuff first to give it some populace beforehand.

My idea though would be to set myself a small launch budget - additional to the prizes - which I would use to get some paid ad social media traffic in addition to everything else and try to funnel people through to the website. I'm always sucked in by the allure of a potential freebie. 

Is this a way you think is good to kick off a forum in today's world?

Only if you had the known rep to do so. If I was someone new joining up on a site that I didn't know the person who promised money/items I wouldn't bother in fear of wasting time.

So if I was an unknown entity to you, what would it take for my 'ad' to suck you into the forum? Assuming it's a forum niche you would be interested in anyway. What kind of prizes would make you think "Dang, I've got to at least go and give it a shot anyway". I'm considering spending up to about $150 on prizes and stuff for the launch so just trying to get ideas.
